Mr. Manuel Holtmann is the German Director of the Sino-German Center for Sustainable Development. In 2015, Manuel Holtmann received a double master’s degree from the Peking University and the London School of Economics and Political Science. He then worked as a political advisor and speechwriter for former Federal President Prof. Horst Köhler until 2019. Since 2020, Manuel Holtmann has held various positions with GIZ in Beijing, including Head of Public Affairs and Advisor to the Sino-German Legal Cooperation Program. As the German Director of CSD since September 2025, he is responsible for supporting the Sino-German development policy dialogue as well as establishing project-based cooperation with China in countries of the Global South.
