Mitigating Climate Change and Protecting Biodiversity through South-South and Trilateral Cooperation

On the morning of November 18 2019, the Food and Agriculture Organization of the United Nations (FAO) Representation in China and the China Institute for South-South Cooperation in Agriculture (CISSCA) co-organized the 6th Development Dialogue (Insight) under the theme of “Mitigating Climate Change and Protecting Biodiversity through South-South Cooperation and Trilateral Cooperation” in Beijing. Mr. Hagen Ettner, German Director for the Sino-German Center for Sustainable Development (CSD), participated in the panel discussion and introduced the role of the CSD and its practices in trilateral climate and biodiversity cooperation.

The world is entering a climate change era where extreme weather events are more common now than ever. Countries around the world are suffering from not only economic and human losses but also a decrease of biodiversity and food production. In this circumstance, South-South and trilateral cooperation is key to the world’s sustainable development and the fight against global warming.

Having carried out around 110 trilateral projects for more than ten years, Germany is one of the most active bilateral DAC donors for trilateral cooperation worldwide. It also shares more than 35 years of successful bilateral development cooperation with China. The two countries have established partnerships through broad bilateral technical and financial cooperation in the area of natural resource management, forestry, environmental protection and climate change.

These experiences provide a strong basis for trilateral engagement in the area of climate change and biodiversity between Germany and China, and the Sino-German Center for Sustainable Development provides a platform to facilitate the joint endeavor.

Through partnering with the FAO, the Chinese Ministry of Agriculture and Rural Affairs (MARA), and the government of Kenya, innovations and findings from scientific research on carbon reduction and emission monitoring by FAO and Chinese Academy of Agricultural Science will be shared and utilized to reduce carbon emissions in Kenya’s tea value chain. The joint project can build on an integrated development partnership which GIZ is implemented from 2014 together with the private sector in Kenya to increase energy efficiency in tea factories.

Against the background of the coming COP15 to the Convention on Biological Diversity, preparation works are underway to join efforts of BMZ, GIZ, the National Forestry and Grassland Administration of China, the Chinese Academy of Forestry, and the International Union for Conservation of Nature (IUCN) aiming to improve the quality of African protected area management through the implementation of the IUCN Green List standard for protected and conserved areas.

Prof. Xin Xian, Vice President of CAU, Mr. Luo Ming, Deputy Director of the International Exchange Service Center of the MARA, Dr. Babatunde Ahonsi, Representative of the United Nations Population Fund (UNFPA) to China, and Mr. Vincent Martin, FAO Representative in China and DPR Korea, delivered opening remarks. Professor Li Xiaoyun, Chair Professor of CAU, and Ms. Cristina Alderighi from FAO Headquarters gave keynote speeches on multilateral mechanisms and partnerships to mitigate climate change. Recommendations of the Dialogue will feed into the 10th Anniversary Event on the FAO-China South-South-Cooperation Programme to be held in Uganda in November 2019.

The seminar was hosted by Prof. Xu Xiuli, Dean of CISSCA, Professor of Humanities and Development Studies, China Agricultural University (CAU). It received more than 100 participants from MARA, Ministry of Commerce, FAO, World Food Program, CAU, Yunnan Agricultural University, East China Normal University, China-Africa Development Fund, Embassy of Pakistan to China, China Overseas Agricultural Development Alliance, and UN Center for Sustainable Agricultural Mechanization, and other international organizations, scientific research institutions, and the private sector.
